For the record, I have a lifetime of pleasure craft boating and practical operational experience on the water. In 196I I completed 5 dingy sailing courses simply named Sail 1 through to Sail 5 at the Army Apprentice College Carlisle UK. (Course duration approximately 40 hours for each level).
In 1962 I certified as a dingy sailing instructor to teach these courses to youth at the college. My certificates for these courses are lost and cannot be replaced or verified as the Army Apprentice College Carlisle UK was closed some years later.

The National Association of State Boating Law Administrators Certificate The National Association of State Boating Law Administrators (NASBLA) has been at the forefront of developing, enhancing, and delivering boating accident investigation courses for more than two decades.
Recognised as the gold standard for boating accident investigation. NASBLA’s Boat Operations and Training (BOAT) Program was established as a National Standard of training, qualification, credentialing and typing of maritime law enforcement and public safety officers throughout North America.
This program gives pleasure craft boating accident investigators and law enforcement officers the opportunity to develop and perfect their skills in order to conduct a comprehensive recreational boating accident investigation.

The ISPA story began in 1994 with my development of educational workbooks for recreational boater training. Subsequently, I founded the International Sail and Power Association and Academy (ISPA) with the plan to build and maintain a complete library of training manuals to meet the needs of non-commercial boaters.
